Consultation internationale en vue de la création de la Fédération Maison Chance

Ce blog a été créé pour permettre aux diverses associations nationales Maison chance de donner leur avis, de faire leurs commentaires ou de proposer des amendements aux projets de statuts et de charte de la future fédération internationale Maison Chance.

Ces projets  se trouvent, en français et en anglais, sur le site de l’Association Maison Chance Suisse. Lisez-les avant d’intervenir dans ce blog. Nous vous conseillons de les imprimer, pour pouvoir les étudier tranquillement. Ensuite, si vous avez des modifications à proposer, indiquez précisément le numéro de l’article que vous souhaiteriez modifier.

This blog aims to help the various National Organizations of Maison Chance to give their opinion concerning the projects of statutes and the charter for the International Federation Maison Chance .

Read them before you write in this blog. Print them, so you can study them in detail. Then, if you wish to propose modifications, please do so, clearly specifying the article you would like to be modified.

    There are still many typo errors in the English version. We should make sure that these are corrected in the final version. Here are my comments with regards to the content:

    Art 8 – Sect 3 – Sub-Sect f
    Is the « opinion » of the Assembly of Delegates « binding », i.e., is Maison Chance or any of its entities comply with that « opinion »?

    Art 8 – Sect 8
    This article states that the Assembly of Delegates makes decisions by « simple majority vote of the members present ». Should we give also the right of vote to delegates which are not present but want to vote in absentia? I prefer that we strike out the word « present » so that it does not conflict with the subsequent sentence,i.e….50% + 1 of the members.

    Art 8, Sect 9
    Here we talk about « absolute » majority. What is the difference between « simple majority » and « absolute majority ». One must be consistent.

    Art 8, Sect 10
    I would prefer that « the modification to the Statutes » falls into this category which requires 2/3 majority.

    Art 9, Sect 4
    Members of the Executive Committe is elected for « four » years. In addition, the President can be elected for a consecutive term. That means 8 years. Would that be too much? Should we have a 2 or 3 year term?

    Art 9, Sect 2
    Where does these 5 persons come from? Is it more preferable that the national Delegates suggest names of candidates for different positions then vote on them? Is it also preferable that each EC member comes from different countries?

    Art 9, Sect 5
    Who elects the President of the EC? Is it the Assembly of Delegates or the EC among themselves?

    Art 10, Sect 2
    I agree that the most equitable way is to share equally the administrative cost of the Federation

    Art 11, Sect 2
    There may be differences between generally accepted accounting principles between different countries applied to non-profits. Which one will prevail in doubt?

    Art 12
    Who chose the external auditor. I prefer that this is decided by the Assembly of Delegates based on recommendations of the EC.

    On a technical subject, since the Federation is supposed to consolidate the financial statemenst of the national entities in the future, I think we need to think about what kind of accounting software would be best suited for everyone so that we can transfer data easily between us. Here we use either MS Office Accounting Pro or Quickbooks Premier for Non-Profit.

    Any idea?
